The Houston Chronicle reported that the TNRCC has proposed a new $1.25 million fine against Crown. The fine is likely to grow as citizens step forward to demand that Crown pay the economic gain it has achieved by not obeying environmental laws.

It is noteworthy that the new fine will be the largest air pollution fine ever placed on an entity in Texas. Everyone should recall that Crown was issued a $1.1 million fine, then the largest ever, in August 1998. Crown should make it into Ripley's Believe It or Not for achieving this dubious distinction twice. No other corporate
polluter, other than Crown, has twice received the largest air pollution fine in the most polluted county in the most polluted state in America.

It is no accident that the proposed fine was announced after the news conference announcing the release of the report,More Dirty Business, by Texans United and PACE International Union.

The report also links some of the largest political contributions to Governor George W. Bush to the state's worst polluters. Crown CEO Henry Rosenberg and his son have been major contributors to Bush's campaigns.

The TNRCC acted to take the heat off of our Governor and to overcome the image that Bush is soft on polluters, especially the ones which contribute to his political was chest.

Whether Crown is publicly held or owned by the Rosenberg's, there can be no solution to Crown's problems without establishing a dialogue with PACE, environmental organizations and our communities. Neighbor to Neighbor agreements have been worked out in many areas of the country.
Only after Crown acts in a civilized manner, can this company be salvaged. It is time for a dialogue to occur.
