Thank god. It took the FCC long enough, given its long history of modem subsidies through artificially low connection charges for Internet ISPs to long phone systems. While I would personally miss the ridiculously underpriced fees paid for unlimited Internet access, a "modem tax" for Internet access would shift some of the costs of maintaining local phone infrastructure from poor residents who pay high fixed rates while making relatively little use of local phones onto richer users who burden the local phone infrastructure with heavy use of that phone infrastructure.
So two cheers for the modem tax. |
