Super-wealthy Sam Brown of Pueblo Bearings made a devil's deal with Tom Prowd, the original owner of RMA Towing:

Brown would buy up all the land on his store's block, especially the parking, which had suddenly become valuable with construction of the Dennis Maes Pueblo Judicial Building at 5th & Elizabeth in 2014. RMA Towing would be founded that same month, and three years later Prowd could afford life in Maui.

Under the supervision of a right-wing skinhead ex-cop (see videos) they would contract with most of the tenants and associations in the area. Before the Monday 9:30 rush to Court dates, public parking would be totally full and RMA could mop up thousands from the "overflow."

Upon the receipt of $213 per parking violation (!) they could write, "Requested by Property Agent" even if not specifically requested (all the stores still closed). They could charge $30 for Storage even if one's vehicle was retrieved within the hour. They could impose a fee out of all proportion to ordinary towing, not to mention the nominal price of a parking ticket.

Above all, if anyone grumbled about it, they could be sarcastic, condescending and abusive. They could threaten to withhold the vehicle, they could refuse a debit card, they could require exact change. They could totally ignore and trample on the ordinary rights of a "customer."

And most people, they knew, would say, well he did park illegally so he cannot complain. If one displayed a timely shopping center receipt, they could threaten to "countersue" for $1,500. They could call him a "Very rude Customer" to cement the issue.

People in judicial distress do not need these unholy parasites.
