The Case of Julio

FIVE MONTHS ago, October 16th, Julio was working as a roofer in Williston ND
and fell off the roof. He completely fractured his right humerus, or upper arm.

It was then revealed that Julio, for whatever reason known only to his boss,
was not covered by workman's comp, liability insurance, health coverage, or
anything else.

His sufferings and new debt have been immeasurable. His assistance from the
employer responsible: zero. Jeff Richards claims 1) that Julio was working
at his own risk and incredibly, that Julio made a mistake, 2) that he, Richards,
has no money to spare, since he needs what he has and 3) that the informal
recruiter "Macho" not Jeff Richards Construction is liable.

Julio as well as the Los Pobres Center of Avondale have challenged Jeff Richards'
North Dakota contractor's license (see p.3).

Julio had surgery, still unpaid for, on 10 March, 2016. On May 11th the North
Dakota state government punted: "After reviewing the complaint, it appears
you need to be contacting Workforce Safety & Insurance [workmen's comp] for
help with your situation." Jeff Richards remains unpunished but is under
investigation.
